Description

Closes #2552

Builds on #2551; please merge that first.

agent_node now uses _truncation_reason() from the tool_calling_agent fix instead of the
finish_reason == "length" check, so both agents treat the same replies as truncated: finish_reason == "length",
Responses status == "incomplete", or a reply with tool calls but neither finish_reason nor status from a model
that always reports finish_reason (model_provider == "openai", or ChatOpenAI / AzureChatOpenAI /
ChatNVIDIA, recorded once at construction with _reports_finish_reason()). Such replies raise
"LLM output truncated ()" before parsing. For those clients a missing terminator counts even on a text
reply: ReAct parses the Action out of the content itself, so a stream that stopped inside Action Input would
otherwise run the tool with the partial input. Clients whose metadata we cannot rely on keep the narrower rule
(only an unterminated tool call is rejected), so the existing openai text-reply fallback is unchanged. The helpers are imported, not moved, so the tool_calling_agent
code and tests from #2551 are unchanged. react_agent/agent.py: +14/−4; tool_calling_agent/agent.py:
+131/−22 (shared with #2551, plus the text-reply rule); tests: test_react.py +120, test_tool_calling.py +323.

Tests

packages/nvidia_nat_langchain/tests/agent/test_react.py:

  • a cut-off native tool call raises and does not reach the scratchpad: arguments that do not parse as complete
    JSON, and Responses status: incomplete;
  • complete native tool calls still pass, including a tool call from a mock model with no metadata at all;
  • chunks accumulated from runnable.astream that stop inside the tool arguments raise before an AgentAction is
    added;
  • a text Action whose Action Input was cut off raises before an AgentAction is added, and a text action
    without finish_reason is still parsed.

packages/nvidia_nat_langchain/tests/agent/test_tool_calling.py (shared with #2551): the budget cases, including
test_alternating_empty_and_truncated_replies_stop.

Whole nvidia_nat_langchain package on this head (32ef1e62), Windows 11, Python 3.13: 903 passed, 14 skipped,
0 failed. pre-commit (yapf, ruff) passes.
Against the local fake server (n=3 each, OpenAI chat and Responses, NIM chat): every cut-off case now raises and the
tool is not called; complete replies still run the tool once. The reproduction script: all three cases raise.

Summary by CodeRabbit

Bug Fixes

  • Agent responses containing cut-off tool calls are now detected, including incomplete streamed arguments and provider responses marked incomplete.
  • Incomplete responses now trigger configured retries or a clear error instead of being treated as successful tool calls.
  • Responses received after an empty-response retry are also checked for truncation.
  • Cut-off native tool calls are rejected without being added to the agent’s scratchpad; text-based actions remain parseable without completion metadata.
  • Complete tool calls continue to be processed normally, including streamed calls without recognized termination metadata.

Walkthrough

The tool-calling and ReAct agents detect additional forms of incomplete LLM responses. They route truncated replies through retry handling or raise an error before processing partial tool calls.

Changes

LLM response truncation

Layer / File(s) Summary
Record incomplete streamed tool-call arguments
packages/nvidia_nat_langchain/src/nat/plugins/langchain/agent/base.py, packages/nvidia_nat_langchain/tests/agent/test_tool_calling.py, packages/nvidia_nat_langchain/tests/agent/test_react.py
Streamed chunks are converted to messages that record tool-call argument strings that are not valid JSON. Tests cover incomplete and complete streamed arguments.
Validate tool-calling replies and retries
packages/nvidia_nat_langchain/src/nat/plugins/langchain/agent/tool_calling_agent/agent.py, packages/nvidia_nat_langchain/tests/agent/test_tool_calling.py
The agent detects incomplete tool-call arguments, finish_reason="length", and Responses API status="incomplete". It routes truncated replies through configured retries or raises an error. Tests cover retry results, empty replies, streamed responses, and complete replies.
Apply truncation checks to ReAct responses
packages/nvidia_nat_langchain/src/nat/plugins/langchain/agent/react_agent/agent.py, packages/nvidia_nat_langchain/tests/agent/test_react.py
The ReAct agent uses the shared truncation classifier and raises an error with the detected reason and an output preview. Tests cover incomplete and complete native tool calls, text actions, and streamed responses.

Full details: Title check

Explanation

The title "fix(react_agent): do not run native tool calls from a cut-off reply" describes the main change. The PR stops native tool calls from running when the LLM reply is truncated, and the changeset adds truncation detection in the ReAct and tool-calling agents. The title is 67 characters, within the ~72 character limit. It uses a conventional commit prefix, but the requirement asks for an imperative mood, and "do not run" is imperative, so the title meets the requirement.

Full details: Linked Issues check

Explanation

Issue [#2552] requires react_agent to reject truncated native tool calls before an AgentAction reaches a tool. agent_node now calls _truncation_reason() before parsing and raises RuntimeError with LLM output truncated. The shared check covers incomplete streamed tool-call JSON, finish_reason='length', and Responses status='incomplete'. Tests cover cut-off calls, streamed partial arguments, and complete calls that must remain valid.

Full details: Docstring Coverage

Explanation

Docstring coverage is 94.12% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 17 functions across 5 files.

Full details: Out of Scope Changes check

Explanation

The whole-PR diff also changes tool_calling_agent/agent.py and test_tool_calling.py. These changes add tool-calling retry and empty-response behavior, retry chunk conversion, and related tests. Those changes are not required by directly linked issue [#2552], which targets react_agent. The shared truncation helper and stream-conversion support are connected to the ReAct fix, but the independent tool-calling behavior is out of scope.

Resolution

Move the independent tool_calling_agent behavior and its tests to #2551 or a separate pull request, or remove them here. Keep only the minimal shared helper and stream-conversion changes required by react_agent, then rebase this pull request after #2551 is merged.

Exercise the truncation guard after real chunk accumulation.

The new tests validate an already assembled AIMessage. They do not exercise BaseAgent._stream_llm, which merges streamed chunks and propagates their tool calls and completion metadata. Add a test with multiple AIMessageChunk values from runnable.astream, no completion marker, and a native tool call. Assert that agent_node raises before adding an AgentAction.

Reject unterminated text actions as well as tool calls.

If an OpenAI-wire stream ends without a terminal marker while emitting a text ReAct action, response.tool_calls is empty. The classifier returns None, so ReAct can parse the partial Action Input and execute the tool with it. Check the expected terminal metadata for text replies from clients known to provide it. Preserve the fallback for providers that do not provide that metadata. (raw.githubusercontent.com)

Took both items:

  • Unterminated text actions — _truncation_reason now treats a missing terminator as truncation for text replies too, when the client always reports finish_reason (7564559). ReAct parses the Action out of the content itself, so a stream that stopped inside Action Input would otherwise run the tool with the partial input. Clients whose metadata we cannot rely on keep the narrower tool-call-only rule, so the existing openai text-reply fallback is untouched.
  • Docstring coverage — the 50% check counted ReactAgentGraph.__init__, agent_node and the test helper's astream; all three are documented (10ba04b, 78bb1c6).

Both new cases fail before the change. The description is updated, including the #2551 merge order.

Outside diff Empty replies after a truncation retry are not rejected.

326-328: Minor · Functional Correctness · Quick win

Empty replies after a truncation retry are not rejected.

When max_empty_response_retries > 0 and truncation_retry.max_retries > 0, the handoff at lines 326-328 can return an empty reply. The reply is normally terminated, so _truncation_reason returns None, and _handle_truncation returns it without an emptiness check. The graph then ends with an empty final answer and no error. Before this change, the same sequence raised RuntimeError after the empty-response budget was spent.

Raise the same error when the truncation handoff still returns an empty reply:

Agreed. #2553 will get the same rework as #2551 (details there).

`_validate_llm_response` treated a reply as truncated only when
`finish_reason == "length"`. Two other ways a reply arrives cut off were
accepted, and the agent ran the tool with partially parsed arguments:

- the Responses API reports truncation as `status="incomplete"`
  (for example `incomplete_details.reason="max_output_tokens"`) and never
  sets `finish_reason`;
- a stream that ends before its final event has no `finish_reason` at all.
  With ChatOpenAI the accumulated metadata is `{"model_provider": "openai"}`;
with ChatNVIDIA (NIM) it is empty.

LangChain builds streamed tool calls with a partial JSON parser, so the
cut arguments look valid. Both cases now go through the existing
truncation path (raise, or `truncation_retry` when configured).

The missing-terminator check applies to replies with tool calls from
models that always report `finish_reason`: replies marked
`model_provider == "openai"`, or any reply when the agent's model is
`ChatOpenAI`, `AzureChatOpenAI` or `ChatNVIDIA`. Text replies, other
providers and mock models without metadata are unchanged.

With `use_native_tool_calling: true`, `agent_node` turned
`output_message.tool_calls[0]` into an `AgentAction` after checking only
`finish_reason == "length"`. A reply cut off another way (a stream that
ends without `finish_reason`, or a Responses-API `status="incomplete"`)
still carried a tool call built from partially parsed arguments, and the
tool ran with them.

Reuse `_truncation_reason` / `_reports_finish_reason` from the
tool_calling_agent fix, so both agents treat the same replies as
truncated and raise "LLM output truncated (<reason>)". The text-parsing
path keeps the `finish_reason == "length"` check through the same helper.

The retry calls the model again, but only the first reply went through the
truncation check, so a cut-off tool call returned by the retry could still
reach the tool node with partially parsed arguments. Both replies now use
the same check.

The reply is accumulated from provider chunks before it is parsed, so cover
the accumulation itself: a stream that stops inside the tool arguments must
raise instead of producing an AgentAction.

A retry can come back truncated rather than empty. A Responses reply with
status="incomplete" carries neither text nor tool calls, so the
empty-response loop discarded it as another empty reply, spent its budget
and raised "still returning empty responses" — the truncation path never
saw the reply. Return such a retry so the caller routes it through the
same truncation handling.

`_retry_on_truncation` returns the accumulated `AIMessageChunk` from
`_invoke_llm` as-is, but `agent_node` converted the first reply before
the retry ran. A retry that carries a tool call therefore reached state
without `additional_kwargs["tool_calls"]`, the OpenAI wire form that
later model turns read, so the history lost the call the retry just
recovered.

CodeRabbit's docstring coverage check on this branch reported 50% against
an 80% threshold, counting `ReactAgentGraph.__init__`, `agent_node` and
the `_ChunkStream.astream` test helper among the missing ones. Document
those three; `astream` also gets its type hints.

`_truncation_reason` only looked at `response.tool_calls`, so a text ReAct
reply whose stream stopped inside `Action Input` was treated as a normal
reply. The ReAct parser then built an `AgentAction` from the partial
input and the tool ran with it.

When the client always reports `finish_reason` (ChatOpenAI,
AzureChatOpenAI, ChatNVIDIA), a missing terminator now counts as
truncation for text replies too. Clients whose metadata we cannot rely
on keep the narrower rule: only an unterminated tool call is rejected,
so the existing `openai` text-reply fallback is unchanged.

simin-yuan force-pushed the fix/react-truncated-tool-call branch from 7564559 to d93b7ab Compare November 3, 2026 15:45
Same rework as the tool_calling_agent fix, applied to the ReAct agent: whether a streamed tool
call was cut off is a property of the argument string, not of the provider. LangChain assembles
tool calls with a partial-JSON parser, so a call whose arguments stopped mid-stream still arrives
with a usable args dict; and providers are free to omit finish_reason, so treating its absence as
truncation rejects every complete reply from an OpenAI-compatible server that does not report it.

The reply is now rejected when a raw streamed argument string is not complete JSON, which fails
for a cut-off call on any provider and never for a complete one. Explicit truncation signals
(finish_reason "length", Responses status "incomplete") are still honored. A text Action is
parsed on its own content and is not judged by finish_reason, and the provider allowlist is gone.

The argument check assumes the streamed value is the raw substring, which is what every streamed
chunk carries. A reply assembled by a provider that hands LangChain an already-parsed value would
reach the string methods with something else, so the check now skips it instead of failing on it.

Pushed the same rework here (161de30). The react agent now uses the same check, so a tool call whose streamed arguments are not complete JSON is refused with the same error as finish_reason "length" (the react agent has no truncation-retry setting). The missing-finish_reason inference is gone here too.

The empty-response retry hands back the accumulated stream, and the argument verdict is recorded on
the converted message, so the truncation check on that path saw only finish_reason and status: a
tool call whose arguments were cut off, returned by the retry, was accepted. The retry result is now
converted before it is checked.

A truncation retry that comes back empty inside that same path now raises the error an exhausted
empty-response retry raises, instead of handing an empty reply to the tool node.

The repeated truncation parameters in the tool-calling tests are now one shared list.

@simin-yuan in the future, please only consider opening one PR, especially when there is a dependency fix. It's not reasonable from a maintainer perspective to need to context switch between two open, similar PRs.

Two ways to turn a streamed reply into a message left a caller deciding which one to call, and only one of
them recorded why a tool call's arguments could not be trusted. _chunk_to_message now does both: it converts
the accumulated reply and records any tool call whose raw streamed arguments are not complete JSON, so every
streamed reply goes through one conversion. _incomplete_tool_call_args stays a separate predicate that only
answers the question.

Understood, and sorry for the extra context switching. Done in d4edf16: _message_from_chunk is gone, and _chunk_to_message now also records cut-off tool-call arguments, so every streamed reply goes through one conversion. If it helps, I can fold #2553 into #2551 and close this one, so there is a single PR to review.

…response budget

A truncation retry that came back empty raised straight away, even when max_empty_response_retries was set, so a
reply that reached the empty-response recovery before the truncation handling existed would now fail instead of
being retried. Both dead ends live in one loop in _validate_llm_response: a truncated reply is retried, and if that
retry is empty it continues into the empty-response recovery, and the other way round. Each retry spends its own
budget once and nothing resets it, so alternating empty and truncated replies stop after at most
1 + max_truncation_retries + max_empty_response_retries requests. _retry_on_empty_response now makes a single
attempt and leaves the budget to its caller.

Thanks for the reviews and the merge. NeMo Helix pins nvidia-nat-langchain <1.10, so these fixes won't reach it from develop. Would a backport to release/1.9 be useful? I have both fixes ported and tested there, including on Helix 0.8.1.

simin-yuan added a commit to simin-yuan/NeMo-Agent-Toolkit that referenced this pull request Nov 4, 2026
Backport of the react half of NVIDIA#2553 to release/1.9, on top of the
tool-calling backport.

1.9's ReAct agent has no truncation handling at all: a reply whose streamed
tool-call arguments were cut off parses leniently into a call that looks
complete, and gets converted to an AgentAction with the partial arguments.

Check every reply before it is parsed: if the raw streamed argument string is
not complete JSON, or the provider reports finish_reason "length" / status
"incomplete", raise instead of running the tool or accepting the reply as the
final answer. A missing finish_reason is not treated as truncation.
